MISSION OF ERAC
The mission of ERAC is to promote the meaningful exchange of knowledge, experiences, and best practices among experts, institutions, and communities. By fostering informed dialogue, ERAC aims to strengthen public awareness on issues of regional and international relevance.
A key part of this mission is ensuring that the general public has access to clear, trustworthy, and practical information. ERAC works to guide individuals toward additional resources and deeper insights related to the topics discussed, empowering them to stay informed, engaged, and proactive in addressing emerging challenges.
In today's global landscape, we are observing a rise in intolerance, violence, and natural disasters, which are often the culmination of diverse contributing factors. It is our conviction that enhancing public awareness can play a pivotal role in preventing or effectively responding to these events, thereby reducing the number of potential victims. To achieve this, it is imperative to disseminate relevant knowledge to the public, enabling them to properly prepare for and respond to such incidents. This proactive approach can significantly mitigate the impact of these events and foster a more resilient and informed community.

Alexandre Rodde is a Captain in the Operational Reserve of the French National Gendarmerie, a security consultant, terrorism and mass casualty incident analyst, and expert for the Versailles Fire Department. He has trained more than 80 tactical units on counter-terrorism, active attacker response, and crisis management in France and the United States. An internationally recognised speaker, researcher, and author, his work focuses on terrorism, violent extremism, emergency response, and enhancing operational preparedness for law enforcement and security

Rolf Fauser is a retired German police officer and document expert specialising in forensic document examination and the application of artificial intelligence. After studying Print and Media at the University of Stuttgart and completing specialist document expert training at the Bundeskriminalamt (BKA), he became Head of the Document Section at the State Criminal Police Office (LKA) in Stuttgart. Since 2020, he has been the initiator and project lead of DOKIQ, an innovative project combining a specialised knowledge database with AI-based software for document examination. The project has received more than €1.5 million in funding. Following his retirement in 2025, he continues his academic work as a lecturer in forensic science and document examination and as a scientific assistant in applied artificial intelligence. He previously served as Chairman of the European Document Experts Working Group (EDEWG), representing 38 countries and 92 forensic laboratories.

Professor Mark Maguire is Professor of Anthropology at Maynooth University and an internationally recognized author on security, counter-terrorism, policing, surveillance, and behavioural detection.
His research examines public behaviour during terrorist attacks, security governance, and critical infrastructure protection. An acclaimed author, researcher, and keynote speaker, Professor Maguire has advised governments and international organizations and has published extensively on contemporary security, policing, and resilience.

Dr. Lorcan Byrne is a former member of the British Army's elite Parachute Regiment, the Army Ranger Wing (ARW) — Ireland's elite Tier 1 Special Operations Force — and An Garda Síochána, the Irish National Police Service. He was among the first responders to the Westgate Shopping Mall terrorist attack in Nairobi, Kenya, in 2013. Dr. Byrne holds a PhD from Maynooth University, where his research focuses on the transition of elite Special Forces personnel to civilian life. Throughout his career, he has delivered specialist training to the Iraqi Special Forces, supported high-risk security operations worldwide, and defended the Coalition Provisional Authority headquarters during the Battle of An Najaf, Iraq. He is internationally recognized for his expertise in counter-terrorism, executive protection, special operations, and crisis response.

Peter Nilsson is a Police Commissioner, Project Manager, and Head of AIRPOL, the European network for airport police and border guard organizations, supported by the European Commission. In his role, he works to strengthen operational cooperation, information exchange, and professional competence among law-enforcement authorities responsible for airport and border security. AIRPOL supports its members through specialized training, operational handbooks, professional guidelines, and the exchange of best practices. Peter Nilsson is also actively involved in expanding AIRPOL’s international cooperation beyond the European Union, developing partnerships with law-enforcement and border security organizations across North Africa, Asia, and North America.

Professor Peter Fussey is a leading researcher specializing in surveillance, digital sociology, algorithmic justice, human rights, intelligence oversight, technology and policing, and urban security. He is a Director of the Centre for Research into Information, Surveillance and Privacy (CRISP), a collaboration involving researchers from the Universities of St Andrews, Edinburgh, Stirling, and Essex. He has also served as Research Director for the ESRC-funded Human Rights, Big Data and Technology project. Professor Fussey has published extensively on the social, ethical, and human-rights implications of emerging technologies and digital security. His international research has examined digital security strategies and practices across the United States, United Kingdom, Brazil, India, and Germany, providing important insights into the relationship between technology, policing, surveillance, security, and fundamental rights.

Carla Bailly was a Chief Inspector with the National Police Coordination Centre (NPoCC), she operates nationally and internationally in the fields of crisis response, emergency preparedness, and policing coordination. She brings extensive operational experience in managing complex incidents and strengthening cooperation between police forces, government agencies, emergency services, and other key stakeholders. Her work focuses on effective multi-agency coordination, preparedness, information sharing, and ensuring a coordinated response during major incidents and crises. Through her national and international work, she contributes significant expertise in police coordination, crisis management, resilience, and collaborative emergency response.

is the commander of the Ljubljana Firefighters Association (GZL), which unites the 35th volunteer firefighting units in the Municipality of Ljubljana. Before that, he held the positions of commander of the South sector and deputy commander of (GZL). He has been employed at the Ljubljana Fire Brigade for 16 years. Since 2013, he has also been a member of the command of the Public Fire Service Municipality of Ljubljana.

is a professor in various study programs and Vice-rector for the study process at Alma Mater Europaea. He is the director of the International Institute of Psychotherapy and Applied Psychology and a researcher in the fields of logotherapy, mental health and education. Dr. Kristovič has been working with parents, teachers and educators for many years in the form of individual discussions, lectures, seminars and counseling. He is the head of the research program Holistic educational process and strengthening of mental health (Slovenian Research Agency) and it is also a member of the Council of the Slovenian Quality Assurance Agency for Higher Education.

writer, speaker, and teacher started his teaching career at the College for Police and Security Studies in Ljubljana. He is currently a Chair of the Positive Psychology Centre at the University of Primorska (Slovenia), where he teaches courses in general, educational, and positive psychology. In 2020 he was appointed by the Government of Slovenia to the post of President of the National Board of Experts on Education of the Republic of Slovenia. A strong advocate of positive education, he believes that its preventive interventions can offer great answers to many challenges that schools, teachers and communities are facing.

is ADHD (attention deficit hyperactivity disorder) expert, former combat medic of SAF (Slovenian Armed Forces), member of Mountain Rescue Service and Moto-Medic. His current profession is working in a psychiatric clinic, where he works with patients suffering from drug abuse and addiction. His second area of work that he focuses on is ADHD, where he educates people about the condition and how to properly deal with it, as well as preventing unwanted situations that can endanger safety for them and people around. By sharing ideas on how to help children, teens and adults with this disorder, he encourages them to reach their full potential.
